Williams Justice Center Bailiff Tom Carter

The Williams City and Justice Courts have several significant new additions.

Williams City Court Supervisor Shana Brownlee has recently introduced innovative technology to our City Court. The City Court is one of the first courts in the state, and is the first court in Northern Arizona to implement scanning technology towards becoming a "paperless" court. Shana is working closely with the Arizona Supreme Court Administrative Office of the Courts (AOC) as the technology comes online and is being put into service with our court. Shana had set a professional goal of implementing this technology within the upcoming year but is already way ahead of schedule!

With scanning and "paperless" technology implemented, the court is able to increase efficiency, effectiveness, and customer service by streamlining and improving the input, storage, and exchange of information. Records storage and management has been a problem for both of our courts, so the technology is welcomed as a way for staff to continually improve court services.

In the short term, work will be increased since documents have to be scanned and entered into the system. As the process improves, court documents will be more easily retrieved, reviewed, and disseminated than previously possible. In the future, court documents will be available online at public accessible websites.

Williams Justice Court Supervisor Jennifer Carter is also working with the AOC and City Court to implement the technology after the initial "bugs" are worked out of the system.

The Williams Justice Court has recently hired Williams resident Tom Carter as Bailiff of the Court. Tom retired from the United States Forest Service (USFS) in 1998 after a distinguished career as a Law Enforcement Officer. With his experience, personal knowledge of our citizens, and his ability to communicate effectively with all types of people, Tom is the perfect fit as Bailiff for our court. Coconino County Presiding Justice of the Peace Mark Baron commented that our court "couldn't have found a better man for the job". Judge Baron, a retired USFS employee himself, had worked with Mr. Carter for many years on the North Kaibab District. Mr. Carter has undergone training with the Coconino County Bailiff's Office and is assisting with the development of the new position in our court.

Mr. Carter will be responsible for courtroom and overall court security, and will work closely with all court staff, particularly Justice Court Safety Officer Lucy Adams.
