WILLIAMS, Ariz. - Following the resignation of Joe Duffy as city of Williams Finance director, Julie Walker has been appointed Interim Finance director for six months.
Williams City Manager Brandon Buchanan said Walker brings a wealth of knowledge about how the city's finance department operates. He added bringing somebody in from the outside would also carry with it a much bigger learning curve.
The city's finance department has undergone a minor restructuring as well. Working under Walker are two new employees, Christine Loy from Kingman and Sherrie Pippen.
Pippen is in charge of accounts receivable and utility billing while Loy will handle accounts payable and payroll.
"We've kind of realigned duties over here, too and tried to make things more efficient," Buchanan said. "So all the money going out is one person and accounts receivable and utility billing - all the money coming in - is a different person," he said.
Buchanan pointed out that while the previous system in place worked well, with a big employee turnover, the time was right to tweak the system to find more efficiencies.
"It's going to be an interesting experiment but I think it should work out well," he said.
The finance director position was advertised for a month with close to 12 applications received from all over the country. Buchanan said losing two thirds of the department at once did not afford much time for restructuring with Walker stepping in to keep operations running smoothly.
"And Julie, I have to say, was amazing through that and we had some other staff pick up some of the slack in the mean time," Buchanan said. "We had some of our front office staff in there running accounts payable and everyone helping out as much as possible. All of them, I can't thank them enough for doing that.
Buchanan said Walker could end up with the position for the long term after the interim period is complete provided she is happy with the position and city officials are pleased as well.
"I've got every expectation she will be appointed full finance director when the time comes," he said.
